Committee Description/Mission:

The mission of the Committee is to support improving the effectiveness and expansion of IOU/municipal commercial performance-based installation (CI) programs with a goal of developing a commercial-performance based installation concept that can be accepted and implemented by the HVAC industry. It is important to note that the term Quality in the title of this Committee is based on many industry accepted standards, guidelines, and protocols and does not refer to any one industry standard.

  1. Advocates for CPUC/ED and CI program agree on measurable, quantifiable performance evaluation methods to be used by program participating contractors in system evaluation and can be used CPUC/ED program evaluation consultants to conduct program evaluations.
  2. Continue to formalize what is meant by an “efficient installation” Continue to develop and define an assessment and test method and calculations required, in collaboration with utility and CPUC/ED, that, if followed, will ensure that commercial installations done in California meet the agreed quality standards.
  3. Quantifies the benefits of CI practices and the potential and actually achieved energy savings.
  4. Supports development of utility "deemed savings" work papers or alternative program savings claim approaches which will lead to greater program financial support, stability, increased participation and program expansion and far more rapid marketplace adoption of CI as the norm.

Goal #2 - Propose that the Commercial Quality Installation Committee be terminated and be replaced with a Commercial Performance-Based Installation Committee. The term “quality” refers to a specific industry standard, while the objectives of this committee are to be more inclusive of a variety of standards and protocols by 4/30/17. (Mission 1)

Goal #3 - Develop AB 802 Field Measured Individual System Baseline work product by 6/30/17. As AB 802 opens the door to deliver HVAC system savings that can be verified at the meter through commercial installation programs. However, to operationalize this opportunity requires much more than the Assembly Bill provides for including the need for and a pre and post individual system baseline from which initial incentives can be estimated at the completion of the upgrades. The Commercial Installation Committee will develop and deliver a work product associated with the Field Data Specification detailing the tasks and test process required to field measure the operating performance of an HVAC system to establish a single system baseline. Q2 2017, see Mission 3 and 4.

Goal #4 – Develop Typical California System Performance Work Product by 12/31/2017. As performance-based data becomes available from performance-based field assessment and measurement efforts across the state, gather and publish summary data consistent with the Standardized Field Data Specification documenting the typical field performance of HVAC systems. This data will be used to further define the performance-driven definition for commercial efficient HVAC installations to provide input to establish minimum levels of acceptable system performance. Goal #6: Support the Commercial Installation Field Data Specification Working Group through December 31, 2017 to: (1) measure and score the performance on commercial maintenance and residential installation, (2) develop formulae and calculations to quantify a system’s efficiency and (3) develop testing protocols.
