As you know, IOU-funded staff support for WHPA committees and working groups ended October 31, 2017. We wanted to keep you apprised of progress towards determining what the WHPA looks like after January 1, 2018.
While exploring the future of WHPA activities, the HVAC Stakeholder Engagement Strategy (HSES) Committee recommended to the Executive Committee that an effort be undertaken to incorporate the WHPA as a legal entity, with nonprofit (tax exempt) status as an option. The Executive Committee approved that recommendation at their October 18, 2017 meeting, as well as authorizing the Chartering Committee’s re-formation to facilitate the process.
To expedite this process, members of the HSES Committee have explored various “scoping” questions during their meetings since mid-October, providing the basis for the Chartering Committee to develop charter updates and formal governance documents (Articles of Incorporation, Bylaws, etc.).
The Chartering Committee, chaired by Dave Dias (JCEEP), is in the midst of developing those documents, with the goal of presenting to the Executive Committee for adoption at their scheduled December 13, 2017 meeting. Following approval, applications will be made with the appropriate state agencies for nonprofit incorporation and then the Internal Revenue Service for tax-exempt status.
