Position Overview:

The Energy Efficiency Program Portfolio Manager leads a team of professionals to develop, promote,  implement and support energy efficiency (EE), and demand response (DR), programs which cut across market segments (i.e. residential and business markets) such as HVAC, Benchmarking and Continuous Energy Improvement programs.  Identifies opportunities to integrate EE and DR programs and services.  This position reports to the Business Demand Side Management (DSM) Program Operations Manager of the Customer Programs and Services (CP&S) organization within Customer Service (CS).
 
Essential job functions include:
 
The Portfolio Manager provides customer analysis, market outreach, and support for cross cutting demand side management projects and processes.  Participates in the design, planning, marketing, implementation and support of cross cutting DSM programs for eligible customers. Establishes, maintains and grows relationships with multiple vendors and community leaders. Maintains the brand image for business DSM programs and supports cross cutting marketing strategies including incentive pricing and promotion.
 
Market Strategy and DSM Programs
 
Provides leadership for innovative design and delivery of cross cutting (multiple market) DSM programs and services which motivate external market segments and customers to be sustainability leaders.  Develops effective program designs and models to address multiple markets. Ensures alignment with Company and organizational unit business strategy as well as regulatory and customer requirements. Leads market strategies for cross cutting programs affecting all customer segments.  
                                                    
Manages relationships and outreach with internal stakeholders, vendors, and represents the Company in high level internal and external discussions about cross cutting programs authorized agents and/or contactors delivering and/or implementing program offerings and ,e.g. external community, retailer and manufacturer partners, third party vendors, state and national associations and regulatory leaders.
 
Provides strategic direction for developing and implementing short- and long-term plans for multiple market programs.
 
Managerial Scope
 
Provides overall direction to a staff of approximately eight, vendors and third parties to ensure programs and services are meeting scope, schedule and budget expectations. Provides customers with technical advice and assistance to design, procure and install EE and DR equipment and adopt demand reduction initiatives. Plans, directs and controls the development of incentive pricing strategies to meet regulatory and corporate objectives. 
 
Oversees the development and tracking of program metrics for reporting and decision-making purposes. Guides, monitors, and reports on goal achievement and performance. Assures the establishment and monitoring of cost effective incentive programs that comply with regulatory and safety requirements. Supports the development of program policies and strategies to comply with evolving public policy to better meet customer needs and influence CPUC direction regarding business programs and services.
 
Provides support in developing marketing strategies, including channel determination.  Oversees all cross-functional collaboration with internal company stakeholders and presents program progress and impacts to division senior leaders.

Manages resources and budget levels to meet strategic objectives and operational needs.  Makes, recommends and /or approves employment decisions (e.g., hiring, promotion, appropriate pay, rewards/recognition, succession planning and termination).  Establishes performance expectations and goals aligned with Company objectives, policies and procedures.  Manages, trains and develops staff by providing timely feedback, coaching and support.  Promotes the Company’s safety culture to ensure a safe work environment
 
Review and approval
 
Cross cutting  programs and integration strategies to meet customer needs. 

Reporting and documentation of program and incentive costs and pricing
 
Serves as the subject matter expert for cross cutting DSM program inquiries across the Company. 
 
Establishes DSM program offering policies to ensure consistency across all programs and markets.  Supports the evolution of program design, including the use of new technology to increase customer efficiencies and market share within a segment.
 
Manages program assessment and evaluates impact of programs against stated goals and objectives.
 
Program Management
 
Oversees cost-benefit analyses and evaluates impact of end-use customer energy solutions in relation to Company.  Reviews and approves filings with regulatory agencies as required.

Has budget responsibility for Public Utility Commission (PUC) funds awarded for programs. Responds to regulatory compliance requirements (e.g., audit, reports, data requests, etc.).
 
Supports communication and relationships with internal and external stakeholders, including regulators, policy makers and special interest groups, in order to ensure regulatory compliance and maintain customer satisfaction. 
 
Represents the Company to customers and in the media as a subject matter expert with cross cutting DSM related inquiries.  Represents the Company before regulatory authorities, including acting as a witness in regulatory proceedings, and industry and trade associations.

Qualifications
 
Job Requirements:

Bachelor Degree in Business or related field or equivalent combination of education, training, and experience.
 
Must have a minimum of three years of experience managing energy related programs.
 
Must have a minimum of three years of leadership experience by managing or supervising an organization or unit, or through a project management leadership role.
 
Must have a minimum of three years of experience developing DSM plans and strategies.
 
Must have direct experience with HVAC programs through consulting, engineering and/or DSM program activities.
 
Typically possesses five or more years of project management experience.
 
Typically possess five or more years of experience leading or supervising technical and non-technical cross functional project/program teams.
 
Possesses experience managing and implementing projects, including identifying, maintaining, and/or adjusting the cost, scope, and resources, managing vendors, and overseeing the formal planning, tracking, and reporting of project performance.
 
Experienced in the management of talent by selecting staff and managing employee performance and development by conducting performance planning and reviews, providing feedback, mentoring and coaching employees.
 
Experienced developing and executing program processes (e.g., budget planning, cost tracking, change control tracking and management, financial compliances, and reporting, and program documentation management).
 
Has experience interfacing and collaborating with executive and senior management, peers, other departments, regulatory agencies and internal and external clients to develop solutions and ensure stakeholder buy-in.
 
Experienced with performing regulatory analysis and reporting, including writing of testimony, analysis of Commission Orders and decisions, and the reporting to management for compliance.
 
Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.
 
Must demonstrate effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation.
 
Must demonstrate strong ethics, influence and negotiation, leadership, interpersonal skills, communication, and the ability to effectively manage stress and engage in continuous learning.
 
Demonstrated experience using Microsoft Word, Excel, PowerPoint, Access, Visio, and Project.
 
Demonstrated ability to create and maintain a safety conscious work environment.

Although the initial primary work location for this position is Rosemead, CA, the successful candidate might be asked to work at an alternate work location.
