Impact Evaluation of 2015 Upstream HVAC Programs (HVAC 1)
For program year 2015, California IOUs – PG&E, SCE, and SDG&E -- continued 2013-14 funded upstream HVAC incentive programs for both commercial and residential applications. Primary goals included: encouraging distributor participants to (1) increase their stock of high-efficiency equipment so that it is readily available to contractors and large businesses, (2) to up-sell higher-efficiency equipment to customers, and (3) to enlist HVAC equipment distributors to sell high-efficiency heating and cooling equipment. 2015 HVAC

Draft Impact Evaluation of 2015 Commercial Quality Maintenance Programs (HVAC3)
This report presents DNV GL’s 2015 assessment of HVAC-3 quality maintenance (QM) measures and tune-up programs administered by the California investor-owned utilities (IOUs), evaluating the following groups: Five commercial measure groups -- economizer repair, thermostat adjustment, coil-cleaning, supply fan control, and refrigerant charge adjustment; three residential measure groups implemented through the IOUs’ QM programs; and one program-specific commercial QM measure group.

HVAC5 Laboratory HVAC Testing Research for 2013-2014
This document provides an introduction to a detailed report of the results of laboratory testing of heating, ventilation, and air conditioning (HVAC) equipment for the California Public Utilities Commission (CPUC). It identifies why the work was completed, objectives, and study approach. It also provides some of the major findings from the laboratory testing. Per the Laboratory HVAC Testing Research Plan, the purpose of these tests is to establish the energy impacts of faults that HVAC maintenance programs address. The test results are also meant to: 

  • Improve the accuracy of the California Database for Energy Efficiency Resources (DEER) updates
  • Examine fault detection diagnostic (FDD) reliability
  • Examine instrumentation accuracy
  • Probe unexpected findings
This document is separated into three parts: 1. Introduction and Data Dictionary, 2. Data file 3. Primary Laboratory Test Report.

The Energy Upgrade California – Home Upgrade program (Home Upgrade program) is a single-family residential energy efficiency program operated by PG&E, SCE, SCG, and SDG&E. This report provides the results of the process evaluation of the Home Upgrade Program conducted by EMI Consulting and Tetra Tech, an independent team of evaluators.

This evaluation focuses on the programs run by PG&E, SCG, SCE, and SDG&E. SCE and SCG implement their programs together in the areas where their service territories overlap; PG&E and SCG also implement their programs together in areas where their service territories overlap. SCG also independently implements a program elsewhere in its service territory. The IOUs coordinate to ensure key processes are consistent across the state. HVAC-4 Deemed Measures Uncertainty Year 2 Report
This study set out to advance the understanding of the uncertainty associated with ex ante energy savings in California by estimating the corresponding standard deviations for a few key HVAC measures. This report provides the methodology developed by the team as well as the results from the second year of this study. The measures studied include three that are not captured by the separate (but related) impact evaluations of the Quality Installation, Quality Maintenance, or the upstream HVAC programs: residential furnaces, nonresidential boilers, and VFDs at nonresidential HVAC fans. By using Monte Carlo simulations, DEER prototype eQUEST models, and data gathered through various studies, the uncertainty around the ex ante savings for a single building type within a single climate zone was estimated for each measure. In addition, the input parameters that were the leading drivers of the uncertainty for the ex ante savings associated with each of the studied measure cases were determined and reported. Finally, the report provides recommendations for further study that might be performed through relevant evaluations or additional data collection efforts.

HVAC-4 Study of Deemed HVAC Measures, Year 1 Report, Rev. 2
This study set out to advance the understanding of the uncertainties associated with claimed energy savings in California by assessing the ex ante estimates for a few key HVAC measures that are not captured by the separate (but related) impact evaluations of the Quality Installation, Quality Maintenance, or the upstream HVAC programs. The study team selected three HVAC measures to analyze, using Monte Carlo simulations, in Year 1 based on review and analysis of 2013 and 2010-2012 IOU tracking data including: residential furnaces, residential quality maintenance & blower motor replacements, and mini-split and variable refrigerant flow systems. This report provides preliminary uncertainty values associated with the selected measures’ ex ante savings and the relative contribution of each input parameter to the variance of each measure’s ex ante savings.

HVAC-3 Commercial Quality Maintenance - Comments Due by March 15, 2016
The California Public Utilities Commission (CPUC) engaged DNV GL to evaluate California investor owned utility (IOU) heating, ventilation, and air conditioning (HVAC) program activity under the CPUC 2013-14 HVAC Research Roadmap. As part of this work, this study investigated the energy impact of 2013-2014 IOU HVAC Maintenance programs in California including IOU Quality Maintenance programs. The study focused on commercial applications because that has been the attention of IOU HVAC Maintenance program activity in 2013-2014. More specifically, this study concentrated on the impact assessment of the five measures with the highest ex ante impact across the IOU HVAC Maintenance programs: 1) refrigerant charge adjustment, 2)economizer repair, 3) evaporator and condenser coil cleaning, 4) thermostat adjustment, and 5) supply fan control. This report focuses on gross savings. The study team worked closely with the ex-ante team to gather data that will support updates to future workpapers. The study will include a Net to Gross analysis that will be reported midyear, 2016 1314 HVAC.
