Mission and Structure

The mission of this Committee is to serve as the “steering committee” for the statewide “WE&T HVAC Sector Strategy” pilot directed by CPUC Decision 12-05-015.  As envisioned by the CPUC, this Committee is to be comprised of HVAC stakeholders and will provide guidance, information, and subject matter expertise to the Statewide Investor Owned Utility (IOU) WE&T Team responsible for implementation of the pilot.

Jake Huttner (SCE) and Jim Caldwell (California Community Colleges) are Co-Chairs of the Committee. Committee Work Products

On January 18, 2017, the Executive Committee adopted the work product Recommendations to Inform Comparable Training.

This work product was developed by the WE&T Committee. Requested by the IOUs, the objective was to provide further definition to the term “comparable training” used in the Don Vial Center Report (DVC Report): Workforce Issues and Energy Efficiency Programs: A Plan for California’s Utilities released in May of 2014.





The work product was developed by the WE&T Employer Support Working Group, a veteran group of industry stakeholders. The objective was to provide recommendations to operationalize HVAC Sector Strategy “employer support” as defined in the WE&T Sector Strategies Background, Definition and Application document approved by the ED in December 2013. Through this document, the WHPA Employer Support Working Group makes recommendations for employer support strategies to the IOUs as requested.



On September 8 and 9, 2014, via email vote, the Executive Committee adopted the work product WHPA Recommended HVAC Sector Strategy Problem Statements/Performance Gaps.

Developed by the Commercial Sector Strategy Committee, the objective was to develop 3-5 performance gaps/workforce problem statements that could form the basis of an HVAC Sector Strategy for 2014-2015 for consideration by the IOUs.
