Dear WHPA Members,

The California investor owned utilities (IOU) have requested that we extend their invitation to participate in their Stakeholder Engagement Forum to discuss the UC Berkeley Don Vial Center (DVC) WE&T Guidance Plan Recommendation. The Forum will take place next Friday, January 16th, 2015.

This is an excellent opportunity for interested WHPA members to participate in the process and provide feedback either in-person or online and speaks to the expressed commitment of the IOUs to engage with the WHPA early and often.


The invitation below provides context around the DVC WE&T Guidance Plan and resulting Recommendations, however the IOUs recommend that participants review the DVC Recommendations prior to attending the Forum. This information, and more, can be found via the following links:

    WHPA Staff will be present at the Forum to take notes and develop a report-out for those who cannot attend. Additionally, we will be creating a resource page at performancealliance.org for members to access any additional information stemming from the Forum.

    NOTE: Due to limited seating, it is highly recommended that members register ASAP at the links below to ensure a seat at one of the locations.

    In the November 2012 decision approving the IOUs’ 2013-14 Energy Efficiency (EE) program portfolio, the Statewide IOU Workforce, Education and Training (WE&T) team was directed to hire a consultant to advise on a comprehensive approach to better align the WE&T Program with the 2011 WE&T Needs Assessment.

    After a competitive solicitation, the UC Berkeley Don Vial Center (DVC) was hired as that consultant. DVC completed the WE&T Guidance Plan in May 2014 (Guidance Plan). The Guidance Plan included recommendations for the IOUs, for the CPUC and other State agencies.

    The IOUs have been directed to file an Advice Letter and program implementation plan (PIP) in February 2015. The Advice Letter and PIP will outline which recommendations in the Guidance Plan the IOUs will be initiating for the 2015 Program Extension year.

    Purpose

    The recommendations in the DVC Guidance Plan span across WE&T as well as Energy Efficiency and Low Income Programs. As administrators of these programs, the IOUs are interested in soliciting stakeholder feedback on our plans for 2015. We also feel that it’s imperative to consider the full effect of each recommendation on our customers and the marketplace and to the program itself.

    This Stakeholder Engagement Forum is not a mandatory part of this filing. The Statewide WE&T team chose to host this forum because we want to hear from a diverse set of external stakeholders and create an open dialogue as we look for ways to enhance our programs.

    Energy Center Meeting Locations

    There will be three locations for stakeholders to attend this meeting in person. Attendees will be able to ask questions or comments that will be broadcast via a live video simulcast.

    Web Cast

    Stakeholders who are unable to attend in person may participate via web cast. Questions and comments can be sent via a chat function and will be read by the meeting facilitator. The web cast will feature video and audio through your computer. There is no additional call in for the web cast.
